Graduated with honors from the State University of Management (1998) with a degree in Management and postgraduate study at the State University of Management (2001), Ph.D. (2002), Doctor of Economics (2013). Scientific Secretary of the Dissertation Council D 002.138.01 of the Russian Academy of Sciences (2003-2013). Tulupov A.S. was awarded the medal of the Russian Academy of Sciences (2003). Laureate of the competition of the International Scientific Foundation for Economic Research of Academician N.P. Fedorenko, the All-Russian competition of the Free Economic Society «Russia on the threshold of the XXI century», the Foundation for the Promotion of Russian Science «The Best Economists of the Russian Academy of Sciences», a grant from the President of the Russian Federation.

Author of more than 200 scientific and educational works. The main scientific works are published in 11 monographs, as well as in leading peer-reviewed journals: «Economics and Mathematical Methods», «Economic Science of Modern Russia», «Problems of Forecasting», «Mountain Journal», «Problems of Management Theory and Practice», «Economics of Nature Management», «Standards and Quality» and other. The Hirsch index at the RINC is 20.

Tulupov A.S. in 2017 was awarded the gratitude of the Mayor of Moscow S.S. Sobyanin for his contribution to the socio-economic development of Moscow and long-term conscientious work.
